As per the directive of the Honorable Supreme Court, the Higher Education Commission (HEC) is conducting the Special Equivalency Examination for Law Graduates of Foreign Universities (SEE-Law 2024). Graduates seeking enrollment as advocates through the Bar Council must pass this examination before appearing for the Law Graduate Assessment Test (LAW-GAT). Law graduates holding degrees from internationally recognized universities or institutions accredited by HEC/PBC are encouraged to apply online. Applicants should possess a Bachelor’s degree or its equivalent from a foreign university or institution recognized by HEC/PBC

- For guidance, either visit the HEC Secretariat or contact a regional HEC center.
- Only online applications that have been SUBMITTED will be considered for the SEE-Law Test.
- To pay the test fee, make an online or ATM deposit of Rs. 5,000 to account number 01127900567403 under the name “Higher Education Commission” at Habib Bank Limited (branch code: 0112).
- Download the bank challan form from http://etc.hec.gov.pk during test registration, as fee challans are only available on the ETC online registration portal.
- While completing the application on the ETC online registration platform, ensure to upload the paid and scanned fee challan stamped by the HBL Branch.
- Write your CNIC number on the reverse side of the deposit slip.
- Please note that the test fee is non-refundable and non-transferable.
- The deadline for online registration for SEE-Law 2024 is April 14, 2024.
- The date of the HEC SEE Law Test is April 28, 2024.

The examination will cover the following five disciplines:
- Constitution of Pakistan
- Qanoon-e-Shahdat
- Civil Procedure Code
- Specific Relief Act
- Criminal Procedure Code

Conditions for Requirements:
- To qualify for the Special Equivalency Examination (SEE-Law), a minimum score of 50% is required.
- Applicants must adhere to any supplementary requirements mandated by the Pakistan Bar Council’s regulations.
- Candidates will have a maximum of three attempts to pass the examination. The test will be administered twice annually by HEC, with quarterly sessions conducted as deemed necessary.
